The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: hopeful statements are released from different nations. Considerable effort is expended on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capability provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Not long after, a heavy machine gun opened up on a drone somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that regional partners are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
